The rule

A person who owns or controls a dog must immediately remove any feces the dog deposits on a sidewalk, gutter, street, or other public area, and dispose of it in a legal manner. The duty applies to the handler present with the dog; it does not make the adjacent property owner responsible for waste left by someone else's dog.
