What counts as a blocked sidewalk
The test is passage. The sidewalk is blocked when a person cannot walk past freely and safely. Common reportable conditions:
- Stored material. Building material, pallets, or bagged debris left on the walking surface.
- Merchandise and displays. Racks, crates, or store goods pushed past the permitted display area.
- Abandoned objects. Furniture, barrels, or equipment left on the sidewalk.
- Unpermitted structures. A structure on the walking surface with no posted permit.
A narrow squeeze is still reportable. People who use a wheelchair, a walker, or a stroller need a continuous clear path.
Send it to the right agency
The 311 Blocked Sidewalk or Street form goes to NYC DOT. Two nearby problems go somewhere else, so choose the correct one or the complaint closes without action:
- A vehicle on the sidewalk. 34 RCNY §4-08(e) bans stopping, standing, or parking on a sidewalk. That is an NYPD matter. Use the parking violation guide.

Call 911 instead when the obstruction is an immediate danger, for example a fallen wire or a live hazard.
How to photograph a blocked sidewalk
- Show the whole path. Photograph along the sidewalk, not straight at the object. The inspector must see how much width is left.
- Keep an address in frame. A building number or street sign fixes the location.
- Take a second, closer photo. Show what the object is.
- Shoot in daylight when you can. A dark photo is hard to read.
After you submit
The city gives you a Service Request Number when you submit on portal.311.nyc.gov. Keep it. DOT reviews the location and can order the obstruction removed. If the same spot blocks again, file again — a repeat record at one address is the evidence a community board can act on.

Is blocking a NYC sidewalk illegal?
Yes. NYC Admin Code §19-107 and §16-122 say no person may place material, a structure, merchandise, or an object on a public sidewalk or roadway so that it stops the free and safe passage of people or vehicles. A specific city permit is the only exception.
Which 311 form covers a blocked sidewalk?

What if a car is parked on the sidewalk?

Does a construction shed or scaffold count?
