311’s Fire Hydrant Complaint covers hydrants that leak a little, run without full blast, or run at full blast; damaged, leaning, knocked-over, or missing hydrants; missing valve-box covers; misuse without a permit; and damaged fender posts. Pick the option that matches what you see.
Opening a hydrant requires a permit for any use of the water. During heat waves, DEP and FDNY promote free spray caps (for adults 18+) from firehouses so kids can cool off without dumping a thousand gallons a minute into the gutter. An illegally opened hydrant can bring fines of up to $1,000 and/or up to 30 days imprisonment per DEP notices — another reason to report through 311 instead of handling the valve yourself.
Stay out of the stream. High-pressure flow can knock a person down. If the open hydrant is creating an immediate life-safety emergency, call 911; otherwise use 311.

The Department of Environmental Protection (DEP) responds to leaking, running, or full-blast hydrant complaints filed through 311. Use the Fire Hydrant / Running Hydrant request type in the 311 app or portal, or call 311 with the exact location.
An open hydrant without a proper spray cap can waste on the order of 1,000 gallons per minute, drop water pressure for nearby buildings and firefighting, and stir sediment that causes discolored tap water. Report it promptly so DEP can shut it down.
Adults 18 and over can request a free spray cap at local firehouses. Opening a hydrant without a permit or the right hardware can bring a fine of up to $1,000, imprisonment of up to 30 days, or both, per DEP public notices. Do not open a hydrant yourself to “fix” it.
