The rule

The loading/unloading/processing exception to the idling rule applies only when the engine is actively being used to operate such equipment (e.g., a refrigerated truck's compressor, a concrete mixer, a lift gate in active use). Idling a passenger car, taxi, or non-working truck under a claimed loading exception is a violation.
