The rule

Every licensee is strictly accountable for the maintenance of good order in the sidewalk cafe or roadway cafe and the proper conduct of their patrons, including prevention of excessive congregation of patrons within or immediately adjacent to the cafe. The licensee must provide adequate service to ensure good order and cleanliness of cafe tables and the adjacent street area.
