Sidewalk or Roadway Cafe — Good Order / Excessive Patron Congregation

Every licensee is strictly accountable for the maintenance of good order in the sidewalk cafe or roadway cafe and the proper conduct of their patrons, including prevention of excessive congregation of patrons within or immediately adjacent to the cafe. The licensee must provide adequate service to ensure good order and cleanliness of cafe tables and the adjacent street area.

• large crowd of cafe patrons spilling out onto the sidewalk beyond the cafe perimeter
• standing patrons clustered at the cafe entrance blocking the pedestrian path
• queue of waiting customers occupying significant sidewalk space adjacent to the cafe
• disorderly crowd, unattended dirty tables, or visible patron overflow into the public right-of-way

1. Photograph the obstruction from sidewalk level showing clear path width.
2. Capture any posted DOT dining license or permit if visible.
3. File via 311 under Sidewalk Café / Outdoor Dining, or use SidewalkSnitch dining analysis.
4. Describe how pedestrians are forced into the street or bike lane.
