The rule

No portion of a sidewalk cafe or roadway cafe may be located in the furnishing zone, and no items associated with such cafe may be placed or stored in the furnishing zone. The furnishing zone is the area of a sidewalk parallel to the curb line containing streetscape elements such as street furniture, street trees, hydrants, signs, and lights.
