The rule
Vendors may not vend within a marked bus stop or taxi stand. Cite ONLY when the designated zone is clearly marked in the photo (signage, painted ground marking, or a bus shelter) AND the cart sits inside it. If no marking is visible, proximity to an unmarked area is NOT a violation.
