The rule
Residential refuse may not be placed on the sidewalk for collection before 6:00 PM the evening prior to the scheduled collection day if in bags, or before 8:00 PM if containerized in a secure, lidded bin of 55 gallons or less. Rules effective April 1, 2024 under DSNY's containerization initiative.

- loose trash bags on sidewalk outside a residential building during daytime hours
- garbage bags piled at curb well before 6 PM with no collection truck present
- residential trash set out in the morning or early afternoon
- trash visible at curbside during business hours in front of a residential building
How to file a complaint
- Photograph trash, bags, or spill at the curb with building address visible.
- Note time of day — set-out time violations require proof of early placement.
- File at 311 under Dirty Conditions or Sanitation.
- For commercial waste, note business name on signage if visible.
