The rule
Businesses and commercial establishments may not place refuse on the sidewalk earlier than one hour before the posted closing time of the establishment, and in no case earlier than 8:00 PM. Commercial waste hauler pickup windows are regulated and must be prearranged.
What to photograph
- commercial garbage bags piled in front of a business during open hours
- restaurant or retail trash stacked on sidewalk mid-afternoon
- commercial waste bags visible at curb during daytime with no hauler present
- multiple black trash bags outside a storefront during the business day
How to file a complaint
- Photograph trash, bags, or spill at the curb with building address visible.
- Note time of day — set-out time violations require proof of early placement.
- File at 311 under Dirty Conditions or Sanitation.
- For commercial waste, note business name on signage if visible.
