The rule

Means of egress must be maintained. Blocked fire escapes, painted-shut egress windows, or fire escape ladders in disrepair visible from the street may be reported to HPD and FDNY.

How to file a complaint

Tenants: call 311 or use the HPD online portal with your address and apartment.
Photograph conditions with date context; common-area issues do not require apartment access.
For heat/hot water, log dates and temperatures if possible.
HPD will schedule inspection — you do not need landlord permission for HPD entry.
