The rule

Landlords must provide hot water at a minimum 120°F year-round. Extended outages are HPD violations. Tenants should document dates and report via 311.

How to file a complaint

Photograph conditions with date context; common-area issues do not require apartment access.
For heat/hot water, log dates and temperatures if possible.
