Housing (HPD) · NYC HPD / DOHMH · NYC Admin Code §27-2005; HPD Mold Guidance
Housing — Visible Mold in Apartment or Common Area is enforced by NYC HPD / DOHMH under NYC Admin Code §27-2005; HPD Mold Guidance. Severity default: High.
The regulation
Landlords must remediate mold conditions caused by building leaks or maintenance failures. Tenants should photograph mold with scale reference and report to HPD; inspectors may order abatement.
What to photograph
- visible mold growth on wall or ceiling with wide shot for location context
- mold around window frame with water staining
- mold in bathroom or kitchen showing extent of growth
How to file a complaint
- Tenants: call 311 or use the HPD online portal with your address and apartment.
- Photograph conditions with date context; common-area issues do not require apartment access.
- For heat/hot water, log dates and temperatures if possible.
- HPD will schedule inspection — you do not need landlord permission for HPD entry.
