Blocked driveway in NYC: how to report it

Call 311 or open the NYC 311 app. Choose the category Blocked Driveway — this is critical. Do not select "Illegal Parking" or "Parking Violation" — those route differently and won't trigger a tow.

You'll be asked for:

• Your address (the property with the blocked driveway). This is the address of your house or building.
• The street address of the blocking car. If the car is parked directly in front of your driveway, use the same address. If it's across the street or a few doors down, give the nearest street number.
• License plate (if visible). Optional but helpful. If you can read it, provide it. If not, 311 will still file the complaint; NYPD can confirm the violation from your driveway address.
• Vehicle description (color, make, model). Rough details help; NYPD can match it to the car on your street.

Submit the report. You'll receive a Service Request Number (SRN). Take note of it — you can check status at portal.311.nyc.gov.

NYC law requires a summons (citation) before a car can be towed for blocking a driveway. This is not optional. An NYPD officer must arrive, confirm the car is blocking your driveway, and issue a ticket to the vehicle owner (based on their registration).

The summons serves two purposes: it notifies the owner they violated the law, and it authorizes the city to tow the car. Without the summons, no tow happens.

Response time is typically 15 minutes to 1 hour, depending on NYPD workload. In busy neighborhoods, it can take longer. The car must still be there when the officer arrives — if it has moved, the officer will note that and close the complaint without action.

Once the summons is issued, a rotation tow is authorized. A city-contracted towing company will come and remove the car. The car is impounded at a city pound. You do not pay for the tow or the impound.

The vehicle owner receives a notice that their car was towed and where to retrieve it. They must pay:

• The towing fee (approximately $200–$300 depending on the pound).
• Daily impound storage fees (approximately $25–$50 per day).
• Any summons fine for blocking the driveway (typically $65–$110).

You bear no cost. The system punishes the violator, not the victim. This is by design.

If you rent the property, you can still report a blocked driveway. Landlords cannot block a renter's legitimate use of the property, and the city treats a blocked driveway as a code violation regardless of ownership.

When filing the 311 report, provide your address or your landlord's address (wherever the driveway is). NYPD will respond the same way.

Here's the realistic timeline:

• 0–15 minutes after 311 report. An NYPD officer is dispatched to your address.
• 15–60 minutes. Officer arrives, confirms the blockage, and issues a summons to the vehicle owner.
• 30–120 minutes after summons. A rotation tow is called. A towing truck arrives and removes the car. Your driveway is clear.
• Within 24 hours. The car owner is notified and can begin the process to retrieve their vehicle from impound.

Best case: car towed within 1 hour of your 311 call. Worst case (high NYPD workload): 2–3 hours.
