What the bus-stop rule covers
NYC traffic rules restrict standing and parking in an officially designated, posted bus stop to authorized buses assigned to that stop. A private vehicle may briefly receive or discharge passengers only when that standing does not interfere with a bus about to enter or leave — and even then the vehicle must not park or wait in the zone.
- Private cars and trucks: No parking or layover in the bus stop.
- Delivery vehicles: Loading in a bus stop is still a stop obstruction — report what you observe.
- Bus lane vs bus stop: A vehicle in a marked bus lane is a related but separate violation; photograph the lane markings and the stop sign when both are blocked.
311 vs MTA ACE cameras
- 311 Illegal Parking. Best for a vehicle you see now. Use on.nyc.gov/IllegalParking or the 311 portal. If the form lacks a dedicated bus-stop choice, use Posted Parking Sign Violation or the closest Illegal Parking option and write “vehicle in bus stop” in the description.
- MTA ACE. Bus-mounted cameras on equipped routes can automatically cite vehicles that block bus stops or impede buses. You do not file ACE tickets yourself — your 311 report still helps when cameras are not present or the vehicle is gone before the next bus.
- Fines. Officer-written no-standing / bus-stop tickets typically sit in the same DOF safety-zone band as other no-standing violations (commonly about $115 on current stipulated schedules). ACE camera penalties use a separate ladder. Confirm any ticket amount against the notice or DOF schedule in hand.
How to photograph bus-stop parking
- Include the bus stop sign or shelter. That proves the zone type.
- Show the vehicle occupying the curb. A wide shot beats a plate-only crop.
- Capture plate and operator markings. Fleet numbers on trucks or coaches help when the plate is dirty.
What enforcement looks like
- Best case: NYPD finds the vehicle still in the stop and issues a summons, or an ACE-equipped bus has already captured it.
- Most common case: The vehicle leaves before an officer arrives; the 311 complaint closes without a summons but still documents the stop.
- Chronic stops: Repeat reports at the same shelter help traffic and transit teams prioritize that curb.

Do MTA bus cameras ticket bus-stop blockers?
Yes on routes where Automated Camera Enforcement (ACE) is active. Bus-mounted cameras can catch vehicles that block bus stops or double-park in ways that impede buses. Camera fines follow the ACE schedule (historically starting lower for a first camera notice and rising for repeats) and are separate from an officer-written parking summons.
What if the vehicle is a tour or intercity bus in the wrong stop?
Unauthorized layover or parking by a bus that is not the assigned service still belongs in a report when it blocks the posted stop. Include the operator name on the vehicle if visible, the plate or fleet number, and whether passengers are boarding. Do not confront the driver.
