Residents and businesses must not leave dumpsters, trash bins, or discarded merchandise in a way that blocks the sidewalk or sits in the street outside the allowed setout rules. You can report dumpsters that chronically block the sidewalk or street, dumpsters that overflow, and small commercial dumpsters left uncovered.

DSNY handles many dumpster complaints filed through 311 (blocking, overflowing, or uncovered small dumpsters). Construction debris containers on the street or sidewalk also need a DOT commercial refuse / construction debris container permit — an unpermitted construction dumpster is a separate problem from ordinary trash setout.
For ordinary trash bags and bins, 311 expects a chronic pattern — include days and times — unless the sidewalk is completely blocked. Construction dumpsters and clearly illegal placements still belong in a Dumpster Complaint. Describe what you see, not who you think is at fault.
Yes. DOT requires a Construction Debris or Commercial Refuse Container permit before a commercial-grade dumpster sits on a City street or sidewalk. Permits are obtained by a carting company or registered contractor, not by a casual property owner placing a box in the travel lane.
Those are separate 311 dumpster complaint types. Small commercial dumpsters must stay covered with a secure lid. Large construction or household-cleanout dumpsters are treated differently on the cover rule — still report overflow or a blocked path when you see them.
