What the crosswalk rule covers
NYC traffic rules treat a crosswalk as a general no-stopping zone: no person shall stop, stand, or park a vehicle in a crosswalk unless signs, markings, or an officer say otherwise. The rule exists so people — including people using mobility devices — can cross without walking into traffic.

- 911. Only for an active emergency hazard — for example, emergency apparatus that cannot pass, or people forced into live traffic with no safe path. A quiet parked car is a 311 matter.
How to photograph a crosswalk blocker
- Show vehicle + stripes (or corner) together. One frame that proves the overlap beats a close-up of the plate alone.
- Include the plate when readable. It helps the responding officer match the report.
- Note the intersection. Street names or a house number on the corner make dispatch faster.
What enforcement looks like
- Best case: An officer finds the vehicle still in the crosswalk and issues a parking summons under the current DOF fine schedule.
- Most common case: The vehicle has moved; the complaint closes with no summons. The record still exists for that spot.
- Repeat corners: Multiple reports at the same intersection help precinct traffic teams see a pattern — especially near schools and transit hubs.
